BE IT RESOLVED THAT: Council do hereby approve the agenda as circulated.

BE IT RESOLVED THAT: Council do hereby adopt the minutes of the Regular Meeting of Council held on November 1, 2023 as circulated.

BE IT RESOLVED THAT: Council do hereby accept the 2022 Financial Audit Report as prepared by BDO Canada LLP.

BE IT RESOLVED THAT: Council now hold a Public Meeting under the Planning Act regarding the following: Z05-2023 283161 County Road 10 (Concession 9 West Part Lot 11 RO7R810 Part 1 and Part 2)

BE IT RESOLVED THAT: Council do now adjourn the Public Meeting held under the Planning Act and resume regular business.

BE IT RESOLVED THAT: Council deny the site alteration application submitted by Adam McEwen and John Carpico for 394084 County Road 12, Amaranth for 56, 500m3 of fill materials.

BE IT RESOLVED THAT: Council of the Township of Amaranth received Report 2023-088 regarding final approval of the Cachet Summerhill Homes (Amaranth) Inc. Plan of Subdivision, and; That Council authorizes final approval of the Cachet Summerhill Homes (Amaranth) Inc. File Number 22-T-96001, under Section 51 of the Planning Act and directs the CAO/Clerk to sign the Municipal Approval on the Plan of Subdivision M-Plan prepared by Krcmar Surveyors Ltd, dated June 21, 2022 and certified by the owner and surveyor, entitled “PLAN OF SUBDIVISION OF PART OF LOT 2, CONCESSION 9, TOWNSHIP OF AMARANTH, COUNTY OF DUFFERIN”, and; Direct Staff to have copies of the approved Plan of Subdivision forwarded to the Land Registry Office for registration, upon the Township Engineer confirming that the securities as required by the subdivision agreement have been received, and any outstanding fees have been paid to the Township.

BE IT RESOLVED THAT: Whereas the Subdivision Agreement with Cachet Summerhill Homes (Amaranth) Inc. restricts the municipal clearance for Building Permits until water storage upgrades for the Waldemar water system have been constructed and commissioned; And whereas Cachet has provided full securities for the water storage upgrades and construction is now underway with completion anticipated in the spring of 2025, And whereas Cachet has requested relief from the Subdivision Agreement so that construction of houses can commence prior to commissioning of the water storage upgrades, Be it Resolved that the Council of the Township of Amaranth agrees to revise Paragraph 143(i) of the Subdivision Agreement to state: until the external watermains required for the Plan have been completed.

BE IT RESOLVED THAT: Report to Council 2023-081 be received, and; That the Drainage Superintendent be instructed to undertake the repairs to the Hendry Drainage Works – A Drain (Open Portion) as outlined.

BE IT RESOLVED THAT: Report to Council 2023-083 be received, and; That the Drainage Superintendent be instructed to undertake the repairs to the Menary Drainage Works – B Drain (Closed Portion) as outlined.

BE IT RESOLVED THAT: Council approve the installation of stop signs to control the intersections at Mill Street and David Street and; Council consider the purchase of flashing LED signs in the 2024 budget.

BE IT RESOLVED THAT: Council accept report to Council 2023-084 and approve the Council Meeting Dates as presented for 2024.

BE IT RESOLVED THAT: Council move to a Closed Meeting pursuant to Section 239 of the Municipal Act, 2001 , as amended, for the following reasons: Labour relations or employee negotiations

BE IT RESOLVED THAT: Council do now rise and report from Closed Meeting.

BE IT RESOLVED THAT: Leave be given to introduce a by-law to confirm the Regular Meeting of Council of the Township of Amaranth for November 15, 2023; and that it be given the necessary readings and be passed and numbered as the next sequential number.

BE IT RESOLVED THAT: Council do now adjourn to meet again for the Regular Meeting of Council on Wednesday December 13, 2023 at 9:00 a.m. or at the call of the Mayor.
